Not exactly tracking aid
But this is a tool to track a lot of public data: http://www.google.com/publicdata/home
Data include:
World Development Indicators (subset), World Bank
and that includes a whole lot of data, like net migration, and ratio of boys to girls in primary and secondary education.
Check this one out, on poverty per household: http://www.google.com/publicdata/explore?ds=d5bncppjof8f9_&ctype=l&strail=false&nselm=h&met_y=si_pov_nahc&hl=en&dl=en#ctype=c&strail=false&nselm=s&met_y=si_pov_nahc&scale_y=lin&ind_y=false&idim=country:DZA:ALB:BGD:AZE:BOL:BIH&ifdim=country&hl=en&dl=en

Mash-up
http://data-gov.tw.rpi.edu/demo/linked/aidviz-1554-10030.html has more on comparing USAID and UK-DFID... just a prototype
It uses these datasets:
USAID: An RDF Dataset based on U.S. Overseas Loans and Grants (Greenbook).
DFID: An RDF Dataset based on Statistics on International Development 2004-2009.
THANK YOU JAMES!
